PMO Return-On-Investment (ROI)
Return on Investment is not a straight forward calculation when it comes to evaluating the value of a PMO. Thus quantifying a PMO is much harder than qualifying it. The latter provides a more palatable and overarching understanding of what a PMO does, deliver, and ultimately the "value" it provides to its organization. Which, in our opinion is where we close the loop and circle right back to the start: What is the PMO mandate?
Defining the PMO mandate is the first step in the PMI Value Ring, the ROI calculation one of the last steps, which makes it a moving target when a PMO evolves over time. Planning the PMO's evolution is the step before the ROI calculation, which makes the ROI of a PMO momentarily, as it should be as the PMO evolves over time. In fact, should the PMO ROI be constant over its lifetime? Or to phrase it differently, should we aim for a constant PMO ROI? In essence, will only the qualitative PMO value go up, while the quantitative value remains constant?
